Toll Collect system, which comprises some completely new features
concerning vehicle detection and classification, license plate recognition
and microwave based dedicated short range communications (DSRC)
has been developed by IMP.
The
problem of design, manufacturing, installation and maintenance of
Toll Collect systems on turn key bases and development of modern
traffic systems is well known to the experts of this Institute.
Twenty years of experience in this area and many references from
all over the world resulted in one of the most up to date technical
solutions for tolling on highways on the world market. This also
enabled Institute Mihailo Pupin to win the tender for modernization
of highway Toll Collect system in Serbia in international competition
and to leave behind world leaders in this area such as Siemens and
Kapsch. Solutions provided by Mihailo Pupin Institute were technically
superior and several times cheaper.
Highway users are able to choose the way of paying the toll: cash,
credit cards or electronic payment are the options, and the last
mentioned method will allow vehicles to pass the pay toll station
at full speed.
When the vehicle is approaching the pay toll booth its presence,
class and license plate number are detected by the system in real
time. At the same time the picture of every vehicle is taken and
time and place of entering the Toll Collect system is determined.
All this data is than recorded to magnetic card or TAG.
Upon leaving the highway not only the payment procedure is carried
out but also double checking of all the data written on OBU is performed.
The amount due is calculated based on the vehicle category and distance
traveled and it is deducted from the prepaid sum written on TAG.
Due to the new enforcement procedure the violation rate is going
to be reduced to negligible amount.
New
Toll Collect system in Serbia is completely in compliance
with EU recommendations and standards for electronic tolling
interoperability enabling instant interconnection with most
ETS installed in Europe.
With
new features incorporated in this system such as: real time
license plate recognition with dedicated OCR, encryption of
data transfer and Web |

approach to pay toll and data bases of all pay toll transactions,
IMP made technological breakthrough in integration of highway Toll
Collect systems.
All the vehicles entering or leaving highway are identified by their
license plate number, class, number of axis, time and place of entrance
and exit, etc. At the same time jpeg images of all the vehicles
are stored in data base enabling subscriber companies to keep record
of their vehicles (based on a license plate number) using Internet.
Construction
works are already in progress and the new system is expected to
be fully operational by spring 2006, on one stretch of Serbian highways,
and the rest of the highway network will be covered by the end of
the same year.
